Some ideas to consider:

    1.    Allow hiring of staff for courses that can expand to meet overseas demand - set up approval process for proposals from schools to compete for funds
    2.    Encourage creation of mobile apps by colleges
    3.    Regulate English language schools
    4.    Encourage use of suitable empty office and residential space for overseas students
    5.    Advertise on appropriate digital channels - Facebook, sites popular with students and parents in target markets 
    6.    Use college campuses and school grounds more effectively during the summer months.
