The McCarthy Report / An Bord Snip Nua

 

On 27 November 2008, Minister for Finance, Brian Lenihan T.D. announced the establishment of Special Group on

Public Service Numbers and Expenditure Programmes to examine the Government expenditure programmes in each department 

so as to identify specific options for reducing current spending and the numbers employed in the public service.

 

This special working group was chaired by UCD economist Colm McCarthy. Colloquially it became known as ' An Bord Snip Nua'.

 

The special group reported it's findings in the Report of the Special Group on Public Service Numbers and Expenditure Programmes. Instead of downloading the report you can read it online here.

 

Chapter 1 of the document deals with the background to the economic crisis.

 

Chapter 2 deals with some key concepts of how to reform the public sector, here are the chapter headings:
